R. Steven "Steve" Friend is a Cumberland Attorney
who has vigorously defended thousands of criminal and serious
traffic cases over the past 16 years. Prior to that he served
as Assistant State's Attorney for Allegany County from 1981 to
1982. Mr. Friend graduated from the University of Maryland
School of Law in 1980 and, with the exception of his service
in the State's Attorney's Office, has maintained a private
practice in criminal and civil litigation.
Ramon Rozas III, joined Mr. Friend's practice in October of
1997. Prior to that Mr. Rozas served as an Assistant Public Defender
in Allegany County for over two years during which he
represented hundreds of criminal and traffic defendants. Prior
to his service with the Public Defender's Office, Mr. Rozas served
as a law clerk to the judges of the Circuit Court in Allegany County.
He graduated from the George Washington University National Law
Center in Washington, DC in 1994. Mr. Rozas is presently a member of the Editorial
Board of The Western Maryland Law Journal.
